Technical Guidance Document #040
The Water Supply (Water Fittings) Regulations 1999 include a requirement for extensions or alterations of a water system (in premises other than a house) to be notified to the local water company and consent granted before the work is commenced. This is covered in Regulation 5. Failure to comply with this is a criminal offence subject to a fine of up to £1000 per offence. The purpose of this document is to provide guidance to ceda members to help them comply with this requirement.

We understand that some service engineers claim to have been advised by trainers to use a voltage stick to “test for dead” as part of a “safe isolation procedure” (see ceda Guidance document No 37). In the opinion of the ceda Technical Support Group, this is not only bad practice but potentially dangerous.

Switching off the supply of electricity to allow for safe working is legally mandated, with work on or near to live electrical systems permitted in exceptional circumstances only. Electrical isolation consists of two clear stages: switching off the supply and proving dead. It is important you follow a safe isolation procedure.

Recently there has been some confusion due to the fact that a major manufacturer of combination ovens states in their installation instructions “The exhaust hood must protrude 300-500 mm [12 – 20 inches] over the front of the unit”. Normally the manufacturer’s instructions take precedent over any other requirements and the purpose of this document is to give guidance on best practice on this subject.

There is some confusion in respect of WRAS Approval of products with many people under the impression that this is mandatory, however, this is not the case.
The following is for clarification of the routes available to demonstrate that equipment meets the requirements of Part 2 Regulation 4(1)(a) of The Water Supply (Water Fittings Regulations 19901) , The Water Supply (Water Fittings) (Scotland) Byelaws 2014; The Water Supply (Water Fittings) Regulations (Northern Ireland) 2009 all of which require that products that are connected to the water supply meet
their requirements.
